Legal Existence – By virtue of R.A. No. 48 approved on November 22, 1900 during the American Civil Government.
Separation of the Province of Benguet from its mother province “The Old Mountain Province” – By virtue of R.A. 4695 passed on June 18, 1966

Vision:

We, the people of Kapangan envision an economically-sustained, disaster resilient and globally- competitive municipality, with God-loving, united, literate, culturally-enriched and healthy citizens living in a peaceful and ecologically-balanced environment enjoying a better quality of life under a transparent and responsive governance, through God’s providence.

Mission:

We are committed to provide quality basic services, enhance indigenous skills, promote technologies and protect the environment with the support of the citizenry and in partnership and networking with other government agencies, non-government organizations and the private sectors for the progress of our municipality.
