Mandate, Vision/ Mission, Major Final Output, Performance Indicators and Targets

MANDATE:  

1. Identify the needs of the needy, the disadvantaged and the impoverished then develop and implement appropriate measures to alleviate the problems and improve their living conditions;
2. To provide relief and appropriate crisis intervention for victims of abuse and exploitation and recommend appropriate measures to deter further abuse and exploitation;
3. To facilitate the implementation of the welfare program for the disabled, the elderly, and victims of drug addiction, the rehabilitation of prisoners and paroles, the prevention of juvenile delinquency and such other activities that would eliminate or minimize the ill effects of poverty;
4. To coordinate with government agencies and non-government organizations which have for purpose the promotion and protection of all the needy, the disadvantaged, underprivileged or impoverished groups as individuals particularly those concerning immediate relief assistance during and in the aftermath of man-made and natural disaster or calamities; and
5. Exercise such other powers and perform such other duties and functions as may be prescribed by law or ordinance.

VISION:         

To uplift the living conditions and improve the quality of life of the poorest sector of the population in Kapangan and to enable them to become self-reliant and contribute to national development.                    

MISSION:     

Provide interventions / opportunities that will uplift the living conditions of the Distressed and Disadvantage Individuals, Families, Groups, and Communities and enable them to become self-reliant and actively participate in the national development.

Effective and efficient delivery of social welfare services.
