The MSWDO is giving trainings, enhancement seminars and other exposure to the forty-six Child Development Workers to render quality education to day care children. Moreover, Information Education Campaign (IEC) on Child Rights, Anti-drug abuse and bullying was conducted to some barrio schools. To help address the case of malnourished children in the 0-5 years bracket the office of MSWDO and OPSWDO-Benguet provided powdered milk, oatmeal flour and margarine. The food items were distributed to the identified malnourished children in the different barangays of the municipality.

This kind of services focused more on the welfare of abuse victim –Children in Conflict with the Law (CICL) and the working children whose rights have been grossly violated. As a result, their physical, emotional and psychological development were affected.

b. Children in Conflict with the Law (CICL)

Number of Children in Conflict with the Law remained low in the year 2019 and 2020 compared to 2018 most especially on the violation of Special Law and Disobedience to parents/ missing wherein no cases were recorded in the last two years. Also, no cases recorded in three (3) consecutive years on curfew to minors, robbery, act of lasciviousness, illegal position of firearms and deadly weapon, and RA 9165 or Comprehensive Dangerous Act of 2002. However new cases on theft (1), rape (2) and physical injury (1) were recorded in the year of 2020.

c. Intervention Extended to the CNSP

The intervention focused on case conference involving the CILC, parents and BCPC, and referral to other agencies. There were CNSP clients who were referred to other stakeholders for further assistance due to the severity of their trauma and other depressing circumstances.

 

In partnership with other agencies such as TESDA some program/trainings/seminars were conducted for the youth. However due to the pandemic brought by Covid -19 some programs were cancelled with the safety protocol issued by the IATF.

  • RA 9994 “Expanded Senior Citizens Act of 2010”-provides additional benefits and privileges and maximize their participation in nation-building amended the previous RA 9257 “Expanded Senior Citizen Act of 2003
  • Aside from the programs and activities provided SC were given social pension. As of second semester the municipality has 1915 beneficiaries of the monthly social pension.
  • LGU started providing burial assistance in 2017. Immediate family member is given an amount of two thousand pesos (Php2,000.00) upon completion of required documents. In 2020 there were 51 SC that were given burial assistance with two (2) cavan or 100 kgs of NFA rice.
  • RA 7277 Magna Carta for Disabled Person- directed in providing rehabilitation, self-development, and self-reliance of disabled persons and their integration into mainstream of society. This includes the issuance of PWD ID, purchase grocery booklet and purchase medicine booklet.
  • As of September 2020, there were 644 PWD registered in the municipality (majority were males).
  • The Kapit Bisig Laban sa Kahirapan (KALAHI)-Comprehensive and Integrated Delivery of Social Services (CIDDS)-National Community Driven Development Program (NCDDP) of DSWD which uses the Community Driven Approach to promote local poverty reduction.
  • Financial Assistance like Assistance to Individuals In Crisis Situation (AICS), Emergency Shelter Assistance (ESA), Referrals to PCSO, Referrals to OPSWD
  • In March 2020, the “Bayanihan to Heal as One Act”or Bayanihan Act (RA No. 11469) was signed into law to response and combat the nationwide crisis brought by COVID-19. Under Bayanihan 1 the DSWD launched Social Amelioration Program (SAP) which provides cash assistance to qualified beneficiaries. In the Municipality, there were three thousand one hundred fifty nine (3, 159) beneficiaries. Also, food assistance from the bayanihan grant were provided to the fifteen (15) barangays which include rice, can goods, and other food items. Bayanihan 2 or the Bayanihan to Recover as One (RA No. 11494) was approved adding seventy-six beneficiaries.
